BPF response to heat network regulation and implementing consumer protections

Our response notes that compliance with a new regulatory regime is likely to be more challenging for landlord-run heat networks and does not easily fit within existing landlord and tenant/housing legislation.

We also call for certainty to allow existing property developers, landlords and other stakeholders to prepare for the impact of new regulation.
